 STATEMENT OF NEED

Nigeria, the most populous Black Nation in Africa and the World has experienced severe economic hardship in the past twenty years. This has resulted in a decline in the country’s prosperity and a concomitant shrinkage in job opportunities. During this period, education and health services in the country deteriorated, while unemployment rates and poverty levels increased drastically. With a low GDP growth 5% – 8.40% per year, an average per capita income of under $300, weak currency and high inflation, Nigeria had been unable to effectively compete in the global arena.

Rapid urbanization of the nation, coupled with a shrinking economy created an environment in which over 70% of the recent graduates who reside in urban areas were unemployed. While a significant percentage of these graduates had entrepreneurial aspirations, and had attempted to create self-employment opportunities, only a few actually succeed. The vast majority, with limited entrepreneurial skills, networks and financing remained frustrated and discouraged. Unfortunately, little progress had been made by the private, public and NGO sectors in Nigeria to provide an enabling environment for the promotion of business development among urban youth. Even though they constitute a sizeable percentage of the population, in this class and age-based society, they are typically not regarded as serious contributors to the economy. While governments of other developing countries have recognized the need for small business development among their youth and have encouraged private sector-led growth in this area, Nigeria has not proactively implemented similar initiatives.

Historically, Nigerian initiatives have focused on “micro” entrepreneurs in the rural areas, as demonstrated by the emergence of the Millennium development goal (MDG). In addition, other initiatives have focused on established entrepreneurs in the urban areas and while these are all laudable initiatives with noble goals, they have not attempted to address the unique needs of urban youth. As a result, these youths remain a vulnerable and neglected segment of the society not forgetting their health status and drug related concerns.

DPAT Foundation approach therefore is to target this class of society with the objective of empowering them to create wealth putting into account the sustainable development initiative of the United Nations by awakening, developing and supporting their entrepreneurial instincts. We believe that this approach will successfully break the cycle of unemployment-induced poverty in our society.

DPAT Foundation approach to wealth creation in Nigeria is innovative for these primary reasons.

First, while most enterprise development organizations focus on rural dwellers, DPAT Foundation seeks to cater to women and the urban and rural youth, a vulnerable and an often-neglected segment of society.

Secondly, historical business development initiatives in Nigeria have either been championed by the government or by international agencies. However, DPAT Foundation is a private sector-led initiative, created and funded by Nigerians who are concerned about the poor state of the nation.

Thirdly, most training programmes offered by organizations in urban Nigeria are cost prohibitive because they rely on “career trainers”. In addition, they are often theoretical and sometimes prove ineffective when applied in the nation’s harsh economic terrain. However, since DPAT Foundation relies on volunteer instructors, mentors, and consultants, it is able to minimize its cost structure, while providing “world-class” training to individuals who ordinarily would not be able to afford it. In addition, its primary reliance on local entrepreneurs and mentors as opposed to “full-time trainers” ensures that the instruction and support provided via DPAT is realistic, dynamic and relevant.

Fourth, DPAT Foundation Mentoring Programme is one of its kind in Nigeria. In an environment characterized by corruption, the youths have continued to celebrate mediocrity. However, through its mentoring programme, the youths are given the opportunity to interact with entrepreneurs who have achieved success through hard work, innovation, enterprise and strong business ethics. These mentors are expected to devote at least 12 hours over a four-month period to their participants during which they are expected to cover three major topics – personal development, entrepreneurial skills and business etiquette.

Fifth, most microfinance institutions that support the youths use the traditional group-based lending and training approach, which often limits the diversity of the businesses that they are able to support. In addition, many of these efforts are uncoordinated and do not provide their beneficiaries with the breadth and depth of support that they require to establish successful businesses. Therefore, by offering a comprehensive set of services to its participants, DPAT Foundation ensures that these individuals receive the support that they need to establish sustainable businesses. It is also important to recognize that DPAT also offers one-on-one support to these entrepreneurs as they attempt to create marketable business plans and tailors its services to fit their unique needs.

Sixth, while most entrepreneurs focus on debt financing as the only major financing alternative, DPAT Foundation not only provides extensive training on the “equity option”, but also creates avenues for its participants to raise substantial financial support. By introducing semi-annual investors’ forum and business plan competitions, both the 1st of their kind in Nigeria, DPAT Foundation has been able to successfully link its participants to equity investors.

Finally, DPAT Foundation seeks to transform the Nigerian business landscape and the public health sector by sharing its world-class training materials, publications and training procedures with microcredit and entrepreneurial development organizations in Nigeria. In addition, by offering training programmes to the staff and beneficiaries of these organizations, DPAT Foundation can ensure that it has widespread impact.
